Jose Filadelfo “Joefil” R. Escay is a management and project development specialist in both the private and public sectors. He brings extensive experience in establishing strategic partnerships, managing company start-up and expansion, and organizational development. These include businesses in electric power distribution, water supply and sanitation, telecommunication, and information technology. He also has industry experience in real estate development and general aviation.
Joefil’s experience in public sector project/program development and supervision has been gained from his various positions as energy and economic analyst at the World Bank (Washington, DC), with country work on the Philippines, Mongolia, India and Bolivia. He is currently the President and CEO of an IT software company that helps electric cooperatives to reduce non-technical losses, with options to scale-up applications in good governance.
The combination of over 30 years of private and public sector experience, a graduate degree in International Business from a top-ranked university in the United States and a bachelor’s degree in Economics, encourages Joefil to manage projects and handle situations in their totality.
He has often been challenged to think “out-of-the-box” and develop creative solutions. In one joint venture, Joefil developed an asset purchase “claw-back” mechanism to enhance parity in a partnership with a British water utility. He has also developed an indirect privatization and acquisition strategy for the electric cooperatives.
